Fascist leaders as pushers of shopping carts rather than heads of bodies
What is stopping fascist leaders from undermining the state?
Let's do a little recap of fascism itself.
The whole nation made up of parts of the state.
It would be like a person imagined; the leader being the head and people being the limbs, and so on.
The leader represents the will of the state.
That means person A, B, C make up the state, but the leader is the embodiment of them all.
Hence, in reality, it would be more accurate to describe the leader as pushing a shopping cart — As a person, the fascist head would have to treat his limbs well (prove legitimacy), but fascism doesn't offer that incentive or accountability for the leader; parts can be discarded at will.
The leader can also add parts to his shopping cart. Nothing stops him from replacing his people with foreigners; he could throw away his national items, and replace them from the container nearby.
Now, we will imagine a scenario.
The fascist leader wants to go to war, but people protest against it, citing unwinnable odds.
What is stopping the head from going totally insane and driving his whole body to the ground?
