people need a target. if not, they will attack each other. its kind of like public hangings and executions to sate the crowd's bloodlust purely for entertainment. social outcasts are important parts of a society since people can always warn others with 'you'll end up like them'. without a jester to play its role, it destabilizes the whole thing, since they just played themselves.
