at 13 they're already teenagers. I would call them JBs, but not lolis

We should reflect on what our opinions are based on.
There seems to be weird shifts in attitude over this time but that doesn't make newly proposed boundaries superior to the old ones.

Clarisse (late 70s) and Lum (early 80s) are both clearly in their LATE teens ('mid' at least, definitely not 'early' IMO) and the middle-aged men pursuing them are overtly called lolicons in their specific anime.

Even going by more recent anime, Megumin is called a loli char at 13 and the protagonist only talks about her soon becoming "not a loli character" when she mentions she'll be turning 14 the next month.

This is inconsistent with the historical usage by Takahashi and Miyazaki though.

I think mainly because there's a shift from talking about it in respect to men in their late 30s (late teens are half their age) to men in their late teens, so instead of looking at girls 15 years younger these shounen protagonists are appropriating the term for girls merely 5 years younger.
