If you follow Mortal Kombat, you might wonder why it is Mortal Kombat 11 was all like "We're not gonna put our women in sexy clothes anymore" but then later DLC and Sindel's design seems to contradict that. You might feel like Mortal Kombat 11 is ruled by random and inconsistent direction. That's because it is. This new, younger talent isn't on the same page. They're at odds with each other. So it's up to Ed Boon to sort everything out. But Ed Boon is now an old boomer who's keen to just say yes to whatever people come to him with, provided they placate him with his old boomer wishes. Beholden to the new talent because as an old person he's not allowed to have an opinion about modern game audiences. Probably isn't even interested in it. If the new talent says people are too woke to be interested in sexy lady fighters anymore, Boon just accepts that. He's content to sit in the corner and remember things he liked from the 80s and 90s.
"What's that? New Mileena design? Sounds about right to me, I dunno. Hey remember Rambo? Rambo was awesome. Put Rambo in the game. I wanna see Rambo and Terminator and Robocop fight."
