Robotnik and Eggman are the same character, but with different names.
He was always called Eggman in Japan, but when they brought him over to the west, they changed his name to Ivo Robotnik.
Ok, kinda like with Street Fighter 2 they changed M. Bison who was the black boxer in Japan to Balrog in the west.
In Japan, M. Bison, Balrog and Vega are called Vega, M. Bison and Balrog respectively.
Bowser and Princess Peach from the Mario games also had their names changed in the west.
In Japan, Bowser was always called King Koopa and Peach always had her name.
But when Mario was localized in the west, they kept Bowers Japanese name, but Peaches name was changed to Princess Toadstool.
Around the time Mario 64 came out, they stopped calling Peach, Princess Toadstool, but they changed Bowsers name, from King Koopa to Bowser.
