If people are getting murdered regularly or even semi regularly just for this media consumption. There is high chance that both production and possession of such material would be banned. Banning production is a given since it is literal murder. Banning possession will achieve the dual objective of legally arresting distributors involved in the racket, disincentivize consumers from acquiring such material, paid or for free. Government and society take murder much more seriously than rape. The above actions are a given.
