So, if you were a major power, you would have to expend a lot of very expensive warheads of your own, hitting every location in Israel that *might* be home to their nukes.
And if you were a major power, would you really want to waste some of your first strike (or your second strike) speculatively hitting parts of Israel? Or would you want absolutely everything you had to fire at your primary enemy's known missile sites?
So IMO the main nuclear powers will have considered targeting Israeli military sites, and then decided it's a waste. So if the big boys ever push the button, Israel will be largely left alone while the world burns around it.
