Well actually if you try hard enough I guess you could start a de facto one. You will prentend to be a nation with its gov and all but It will be under another nations umbrella and you need to be discreet and hide the fact that you are a state of your own from the country you are inhabiting the lands of. So yeah near impossible for you to start a proper nation unless you got some serious legal money.
