Yes. Not because the end is moral or anything, but reaching the end means winning and when you’ve won you decide what’s justified or not

In a vacuum, no, but it ultimately depends on your ethical system. There are edge cases where the ends do justify the means in non-utilitarian ethics, but most of them are so improbable that they remain the realm of philosophical hypotheticals.
