I would attribute this to education straying from its intended purpose thus causing massive demand and lacklustre solutions to fix it like incompetent teachers and bad teaching solutions.
What I mean is that back in the day the basics were taught to you by your parents and if you went to school it was because you wanted to become educated proper and be one of the elites, but obviously the masses saw this and wanted a piece causing education to be given to everybody leading to an overstretch of resources to solve the demand causing a decrease in quality of education and an overproduction of "elites" where everybody is to be guaranteed a nice fancy title.
Education as a whole needs to be decoupled from the state entirely for this to be fixed.

The solution is that we need to just get government out of education altogether, starting with defunding the universities, then proceeding down to high school and elementary. No need to set up an official state department for education. We have all sorts of private online educational services already. If government gets its thumb off the scale altogether, these alternatives will be more competitive thus increasing the demand and amount.

Especially now with how much government bureaucracy has been captured even if a "based" leader took charge the same people at the lower levels are running everything, you need to get the gov out completely. Governance is too important to be left to a government.
