keep in mind that rocket knight came out in 1993 and sonic and knuckles came out in 1994.

that was just the first half of sonic 3 though, lava reef was never intended to be in sonic 3.
one of the reasons why sonic 3 was split in 2 was to compensate for sonic 3s long development.
sega were likely putting the finishing touches on sonic and knuckles in late '93 to early or even mid '94.
