keep in mind that rocket knight came out in 1993 and sonic and knuckles came out in 1994.

that was just the first half of sonic 3 though, lava reef was never intended to be in sonic 3.
one of the reasons why sonic 3 was split in 2 was to compensate for sonic 3s long development.
sega were likely putting the finishing touches on sonic and knuckles in late '93 to early or even mid '94.

also, rocket knight came out in japan first in august '93, so it probably begun development sometime in '92 to early '93.
