The famine caused the most damage to Ukraine, but Kazakhstan also suffered greatly. Communists don't care about peasant farmers. Communism only cares about the workers who work in factories for industrial production. If you are a peasant farmer who grows vegetables and livestock for sale, you are an outsider to the Communists.

Perhaps Stalin was afraid of other ethnic non-Russian groups and considered them a source of danger, so Ukrainians suffered the most from the Holodomor, then the Kazakhs, then the southern regions of Russia that were introduced by the Cossacks, such as the Don (Rostov region) And the Kuban.

Stalin loved genocides on national grounds, when people were repressed based on the ethnic group to which they belong. In the 1930s, the NKVD staged Finnish and Polish national operations where people who were ethnic Finns or Poles were arrested and killed. Then, after the beginning of Barbarossa, Stalin deported hundreds of thousands of Volga Germans.

It wasn't man-made as far as I know, just a catastrophic mismanagement by chekists that resulted in famine in several areas of USSR. If I remember correctly kazakhstan had it worse than ukraine, where about 90% of all cattle was just slaughtered for meat, but I have to double check it which I'm too lazy to do at the moment. For predominantly agricultural russia to famish in millions dead - only communists could.
