These people aren't liberals, nor do they actually believe in universal 'human rights' - 'human rights' only apply to friendly or neutral groups. Surely 'racists', 'sexists', 'nazis', 'transphobes', 'homophobes', 'fascists', 'incels' and 'reactionaries' (as defined by them) are excluded from the community of the good and thus excluded from having any rights.
You are too much in the early 20th century mindset w.r.t. eugenics. Under a eugenicist regime the ruling elite and their ideology determine what the human traits are, that ought to be selected for or against.
In the past sexual deviants, vagrants, the (mentally) handicapped, the low IQ unemployed may have been sterilized but in a modern woke globohomo world eugenics would probably select against 'racism' or 'Nazism' and its supposed adherents.
