It's true the op may be biased in their help for all the wrong reasons. But generally speaking, I've volunteered with homeless people, women (particularly if they're pregnant) and children are a priority to get off the streets as they're considered the most vulnerable (note: everyone is vulnerable one way or another).

Whether you agree or not, you have to understand that there's a whole different world there involving alcohol abuse, drugs, muggings and violence.
