A poor person hating or resenting the rich blames most of their issues on wealth disparity because wealth disparity is actually the source of their problems. The ruling class does govern in favor of a very few select, wealthy people. The problems a poor person has originates directly from the wealthy people and the poor person has little recourse, no matter how much they change, to solve the problem.

As I said, poor people can put in all the effort they want and chances are they will remain poor. They can work three jobs, fourteen hour days, for decades and still remain poor. The vast majority of poor people cannot work their way out of poverty at all, let alone to a level people would consider rich, because the system is literally designed by rich people against them.
