Ex-Army medic sentenced to 35 years for his wife's murder

Michael Walker, 40, was sentenced to 35 years in prison on Monday in Honolulu, Hawaii. He had previously admitted to arranging to have his mistress Alisa Jackson kill his wife in 2014.

I don't understand. The killer got 33 years but the person who apparently planned it got 35. I wonder what the difference could be? If it was a male killer and a female planner the male would still get the longer sentence.
