Chinese spy theory and Jew control

One thing that has been back of my head is the logistical problem of the Chinese spying theory.

If the Jews owned China and USA, and wanted China to become stronger through spies, why can't the Jews just send shit straight to China instead of having to rely on Chinese spies that are highly visible and obvious?
