This was anticipated by me. What the Chinese new policy says is the provincial health authorities should discourage abortions. Aka since the federal government in China will be monitoring them what the provinces will do is never allow abortions unless medically needed. This is what sophisticated modern states do. They technically don't outlaw something, but they make it next to impossible to get.

Eg.. say some province keeps doing the same abortions as before. That will be a career ending move by health authorities there and more devoted to the party goals people brought in. On the other hand if the Communist Party looks and another province has reduced abortions even more than other provinces, that is a career boosting move for those health administrators.

How public policy works is say for the sake of argument China has 4 million abortions a year. They know they can't stop all of them. Determined foids are going to find ways. But say they reduced it from 4 million to 1 million a year. Then they got rid of 75% of the problem.

And my impression is China doesn't want a baby boom. They want a gradual decline in population and not a catastrophic drop off.

In a tyrannical society one way to have some amount of freedom is determined, resourceful people can get what they want, its not illegal. Its sort of like smoking in the US, they didn't make it illegal they increased the price, and restricted where smoking can be done in public spaces and their propaganda campaign against smoking.
