Comparing one with the other through the lens of either is inherently flawed. You have to take a big step back and look at the concept of rights and freedoms from the perspective of a state controller or from an abstract philosophical perspective.
To put it simply, the Chinese system is "good" for the East and the American system is "good" for the West. Neither are inherently good. They're simply alternate systems of control to help mitigate the risk of insurrection by an uncontrollable populace. In the West the delusion that you're "free" controls you, whereas in the East they're a lot more upfront about it.
When people in a liberal democracy say their "freedoms" are under attack and that they are "ostracized", they mean they get their feelz hurt because a bunch of pink-haired soyboys will yell at and boycott them.

I simply suggested that it is a necessary (but insufficient) condition for a society to be considered civilized only if a "free speech" doctrine (however defined) is commonly accepted and practiced by most participants regardless of their power (which is also nebulously defined).
By extension, societies where no such doctrine is commonly accepted and practiced are not civilized.
