For all the users who claim to be "High IQ", figuring out where this reference comes from would be a great way to prove it. The reference is well worth knowing anyways. What comes before "....... Steve" is a sentence. As for "....... Steve" specifically, it is a common way to write how the way the end of the sentence sounded, but it is not the only way. Some use a different amount of dots, meanwhile others don't use dots at all. Nice, yeah I discovered their radio show and podcasts about 10 years ago, I've listened to them all several times at this point. Yeah, I have to admit that I'm a bit of an Anglophile in general. The (UK) Office and An Idiot Abroad are classics, and I also quite like Extras, Hello Ladies and Sick of It when it comes to other RSK media. As for other ~modern shows my favourites would be things like Detectorists and Limmy's Show, and I've been meaning to check out the recently released show Small Prophets. Besides that I think old shows like Father Ted and Fawlty Towers have an endearing quality to them. I know about most of the shows you mentioned but I haven't yet given them a proper shot yet.
