If you're diet consisted of heavy protein meals, and let's say you work out here and there and athletic wise you're average, can you gain strength?

Yes, with good amounts of protein and sleep.

Without enough sleep, your body goes catabolic and the protein is just gonna be turned into calories and you will lose muscle.

If your not exercising you won't get stronger, if you want to be healthy without excerising the best thing to do is eat very healthy.
 
No. You need to train to develop something. Your muscles aren't gonna get strong if you don't train them. The same way you won't learn a subject if you don't go to class.

No. Besides your body using it as enzyme and for repairing or or whatever uses enzymes. It will turn into fat for later fuel.
 
Proteine alone doesn't do much. I train 4 days a week and consume good amount of Protein, but no body transformation is visible. You need a good personality aka genetics to look strong as well.
