The reason why Asians are more compliant is because of the difference between collectivist and individualist societies. People in collectivist societies place the collective good above an individuals rights. Naturally they were more willing to sacrifice people's rights believing that doing so would keep people safe.

A lot of developed Asian nations are quite high-trust, look at Japan and South Korea for example. You can leave your belongings on a train without anyone stealing them or run a stall with no staff. I would say that collectivist nations tend to be more isolationist, that they are not mutually exclusive terms. Individualist countries would be have more people willing to go out and explore and take risks rather than having people take the safe route to success.
