For people who use intel network adaptor, this happens because your adaptor is outdated. Go to intel.com and get Intel Driver & Support Assistant. Now to run this you need internet which is retarded because you're doing this BECAUSE you have no internet. You can connect with an ethernet cable while doing this OR you can disable your network adaptor from the Device Manager, restart your pc, then enable it again. This should buy you enough time to go to and use the Assistant to update your adaptor. Once you update, reboot your pc and go back to Device Manager, and swap out your old adaptor with the one you installed. Connection is a little but fucked still but this worked for me. If you're an intel user and this happens to you follow these steps instead of all the retarded shit on microsoft forums

If you use arch linux just download fwupd and it'll will require you restart your PC, you can make it a cronjob but I don't see it as necessary

dnr, there could be many reasons for your connection not working, including on the ISP's side. Hence this advice is not applicable.

You can troubleshoot to check the reason and if it's about your driver/adaptor then this is applicable
