He's sure he's not ugly even though he gets rejected by everyone. But apparently the problem is he sees women as women too much, or some such BS. No, he is not looking too much at gender—he is simply saying, as a rational adult should, I AM NOT GETTING MY NEEDS MET. He has asked for advice as a rational adult should, on how to go about communicating that in an ethical and effective way.

She is responding by questioning his articulation of his own needs and suggesting that that is the root of his problem.
