Searchface.ru used to be an online service that searched through user profiles on vk.com with photos/profile pics and found ones that were similar to that which you uploaded. Maybe they werent taken down and merely went temporarily offline and changed name/distribution model. When I was using it there was no phone app and no registration was required.
