A truly magical game, full of charm. Unfortunately, the game is straight up broken mechanically, probably the worst leveling and item system I’ve ever seen. It’s ridiculous seeing random bandit mobs running around in Ebony or Glass armor. Thankfully, it can be fixed by removing level scaling from enemies and all leveled quest rewards and items.

What other games do you think suck in their vanilla form but can be turned into a good game thanks to mods?
 
Minecraft, because vanilla is predictable and boring.

My biggest problem with it were the glitches and the building limits for your settlements not allowing you to fully change them without reaching the building max
 
Payday 2, easily the buggiest game i ever played

Bugged, uninvested, too fastly released piece of shit.
Modders did so good job, that they were officially hired by devs to fix this game, and even they added new mechanics, quests & other stuff.
Honestly G3 is the worst part of game by storyline, but music & world map :owo:
They had at least money to hire IRL orchestra.

The German version of the game is basically unplayable cause they censored all the swastikas and even obscured Hitler’s face :feelskek: .
 
If by bad, you mean great gameplay, story, etc but are broken on a technical level: Fallout: New Vegas, KOTOR 2, Oblivion, and MCC come to mind.
If by bad, you mean the gameplay, story, and characters have to be saved by mods: Baldur's Gate 3, Horizon: Zero Dawn, No Man's Sky before the massive updates, Mass Effect: Andromeda.

Yeah, New Vegas really falls apart because of the karma system. You just can’t play a proper evil character. Even if you’re running around as a cannibal who steals and murders nonstop, you still end up as a saint because killing fiends and feral ghouls gives you an absurd amount of positive karma. A karma-fix mod is basically mandatory if you actually want to enjoy NV.
 
Kotor2 was fixed by mods cause it was unfinished
