They were but Russian reconnaissance got sight of them and then used Iskander missile to kill a large number of them who were concentrating outside Avdeevka.

It has not been a civilian center since 2014. It was a fort. Avdeevka and Chasiv Yar will enable Russia to attack Konstantinivka and also Vuhledar down south which they've failed to capture many times.

Russia only entered the war in 2022. The Donbass separatists Russia was fighting wasn't strong enough to take Avdeevka. Furthermore, Russia only started their Avdeevka operations last year.
