It's not meant to stop u16s. It's meant to make everyone attach their ID to their profile. You will have to 'verify your identity' with Facebook, ig, etc. to use it. We do this already with gambling sites, usually all you have to do is click a box and an id verification service can do it automatically. They obviously do that based off of name, birth date, address, phone number, card details. Considering most people don't use a payment card with social media, they will probably ask for your drivers licence number or similar.

Anyways the point is to get many people as possible to do this to make policing social media easier. And with hate speech, promoting racial hatred, etc. laws now in place... you do the math.
