Civilizational decay doesn’t stem from one biological variable but from a series of systemic incentives and value shifts. Feminism, for instance, didn’t arise from genetics; it arose from abundance, moral decay, and the erosion of masculine structure.
If I had to say, however, then misogyny is the more foundational stance, for female nature is the root cause of the decay that allows all the secondary problems, including racial and cultural collapse, to occur in the first place. You can have a monoethnic state and still watch it collapse under female liberation; look at any modern Western nation.

Unless you are only talking about North/Western Europe, then gender-equal inheritance, for example, was reasonably common in Europe throughout the Middle Ages, with women inheriting anyway even in areas where it wasn't if there were no male heirs. We have analyses of medieval documents showing that 28% of wills in medieval Pisa had daughters as universal heiresses, for example. It was only in the early modern period as male intrasexual competition became more fierce that it started to be more sons-only, and even then only really in the Western part. Russia, Hungary, and I think Poland-Lithuania as well (at least partly), kept it gender-neutral, at least among the commoners.

I think I've already talked about this before men should be incentivized to have vasectomies. Childless men should be given $50,000 to get a vasectomy. Women want children, so this will reduce these men's SMV. Tubal ligation should be banned since women should still have children. We can also give reduced prison sentences to those who get sterilized.
