Whites only started to afford more rights to women than ethnics did in the 1800s, prior to that Europeans were more misogynistic, not less. Basing your conclusion on the raw number of female rulers in each society just doesn't work because:

1. Monarchs are inherently exceptional individuals, not representative of the average person of their sex.
2. It ignores the de facto political influence that women like consorts, regents, or mothers of rulers wielded even when the monarch was male.

You'd have to go based on how systemically matriarchal/patriarchal each society was, aka how much rights were afforded to the average woman. In that sense, the Islamic World was ahead of the West during the early modern period. Women under the laws of the OE and other Islamic societies of the time were given certain rights by Sharia (inheritance rights, dowry ownership, ability to initiate divorce) that women in Christian Europe did not have. Early Western feminism was actually inspired by the treatment of women in the Ottoman Empire, while whites like Protestant Anglos were busy making BBQs of foids over witchcraft accusations.
