They poison our food, water and air too, but not everyone drinks tap water, or eats junk food, or lives next to toxic factories. Those poisons would only kill 60% of the population in 10 years, then they'd be left with the health nuts who cook everything at home and drink filtered water. They can't poison whole foods and vegetables because they can be washed off or peeled.
If they start putting very harmful poisons in the air or food that kill millions within days the surviving people will test their food and water then discover they have been poisoned and take down who was responsible. With a vaccine we don't know the ingredients of no one can test it, and it takes a long time for the harmful effects to kick in.
