Both. Politics in the West is a popularity contest (and on top of being backed by their donors, and media to help further the interests of the elites), not a skill contest of who can effectively govern the best (or not based on skill at all).

The West would benefit from having a meritocracy, but we have financial parasite elites at the top sucking everyone dry, and they need their useful idiots to keep everyone under their boots.
