Well when you think about it, that's kind of because children reach puberty much sooner today than they did in the past, I mean a thirteen year old female is a teen, and likely would have had her first menstruation cycle already, she's 3 years old enough that it isn't considered "pedophillia" but she'll still look very young like a child, but she's also 3 years young enough that she isn't considered "old enough" for a lot of places (16 years old)
