My urethra opening was near my scrotum when I was born and I had to get surgery as a baby. Apparently it's due to environmental effects in the womb. The opening is still at the underside of the head rather than the center. I've heard this condition is often associated with low test, smaller penis size, etc. I'm 19 and I can't grow facial hair, and my dick is under 4in. I'm above average height, though, and I think I'm pretty much done growing taller. I'm looking into TRT soon, in case I have delayed puberty, but I don't know if it will be much help.
