Basically, that's what it comes down to. India has occupied a piece of land in which mostly Islamic people live, called Kashmir.

You could detonate the entire US and Russian stockpiles on population centers and it wouldn't eradicate all life, probably not even all mammals, and personally I don't think it would kill all humans. Although it almost certainly would eliminate any capacity of ever resolving our condition. But I guess it depends upon your definition of what constitutes ending the world.
Thermonuclear warheads could only be successful at ending eliminating all of us if a government, if not the entire planet dedicated massive amounts of resources to doing just that specifically, which will never happen. You'd need to destabilize the planet in some respect which would be incompatible with life, and no state would ever do that intentionally, yet it could only be done with intent.
Perhaps some future technology will make omnicide actually possible, that's my hope anyway.
