It's not meant to be taken that literally. By "white man" I mean the way that whites generally think as compared to others. For example, European nations were the first to ban slavery, at least in modern times or to recognize individual rights. While most other types of peoples have this general idea that might makes right and it's reflected by how they run their countries and how they lived prior to contact with Europeans.The idea of democracy and individual freedom is a purely western idea. In most other cultures, the strong have rights and everyone else has the right to do as they're told.
