Kabuto. I always liked Kabutops. The only problem is that its special defense has really been weakened by a lot of Pokémon games. It also needs a third evolution that adds a higher special defense stat and while keeping its basic form the same, gives it an even "sturdier" appearance.

Rookidee. Initially a mono flying type, it's simple enough to ease players into the start of the game. Turns into Flying/Steel Corviknight eventually, takes a bit longer than usual at lvl 38 but not obscene.

EDIT: I wasn't aware it was a Route 1 bird so maybe not the best example
