It can be more nasty at ties. But the real problem here is the sanitary practices are unevenly maintained. Meaning that in some areas, people will return to just throwing whatever they want (unsealed/no trash bag) into the street. For ex: You're likely to see the local fish market guy just dumping his raw uncooked fish waste/water into the street. The dogs since they have their nose to the ground smelling can often ear or lick that crap.
