I don't know about Portugal, but I've watched hundrds of cop bodycam videos where someone gets shot, and they're almost always resisting in some form. Considering those videos get requested for public release specifically because someone is trying to incriminate the cop, I'd imagine those are the cream of the crop when it comes to videos that could potentially show someone getting unjustly shot. I think I've maybe only seen two or three videos where the cop was blatantly irresponsible and should have absolutely been charged with murder—and, again, that is out of hundreds.

In the case that I was under arrest for some reason, I wouldn't even give the cop the potential to assume I was resisting. I'd just comply with all orders while refusing to answer anything. I'd just take it to court if I thought the cop was abusing his power.
