A lot of those are just minorities already born there. Looking at Eurostat data of populations by country of birth, probably less than half of those Japanese migrants in the EU are first generation, 19 EU countries put together don't have even 40,000 Japanese-born residents. Add in France's figures regularly being about 20,000, and presuming that Germany has about twice as much, that works out to about a 100,000.
For Brazil about 99% of those should be descendants of migrants who've arrived long ago and have been a recognized minority in that country for a long time, and maybe only in the US are most of them first-generation migrants who moved there, but even there I'm not sure. Out of a country with 120+ million people, that's basically nothing.
