I think in a lot of countries where they weren't really effected by it at all dont really care about what it was/what it stood for tbh. They just see it as cool aesthetics and uniforms and dont give a shit if it offends some rando in a country far away. You see it in the West with the Imperial Japanese Flag. People will wear it casually on their clothes while in China you would possibly get beat up for it.
