Art isn't always meant to look nice tbh, at least according to a lot of artists. Art is only thought of of having to look nice since people tend to like looking at nice looking things vs ugly things. Art is about sending a message or making a statement. If ugliness sends that message, that makes it valid.

However, in the image OP posted the artist obviously has some skill. They can draw human proportions decently and have a decent basic understanding of color theory. Is it the best art out there? No, of course not. It's basically just a bland character design sheet with SJW choices mixed in (aka making them non white looking and ugly).
The only reason why it is hated is because the artist decided to give the character unconventional features that look ugly on people(like blond hair on black people, it just looks bad most of the time or big ass noses). If the artist instead drew generic attractive anime girls no one would give a shit even if they drew it with the exact same amount of skill.
