Exploding shrapnel, throwing metal shards and pieces at high speeds is effective at killing, but whoever is close to the blast of the grenades will absorb the brunt of the explosion and more or less shield surrounding people. Plus there's chairs and tables which can shield some of the flying shrapnel. The people behind the table are mostly fine, but it's hard to say for sure because you can't really see where the grenades exploded.
