It'll happen over a long enough timeframe, at least in the West. Existing immigration is a greater threat to ethnic continuity than low fertility. Fertility rates can autocorrect. Mass migration alongside propaganda makes it next to impossible, however. Group reproduction of today's dominant ethnic groups in the West are asymmetrically opened to the world.
This point becomes clearer on a genetic level. Without legal or social barriers to racial mixing, physical promixity all but guarantees the gradual disappearance of the White race. Assuming low fertility and current intermixing levels remain constant, pure White individuals could entirely disappear within a few generations. The obvious example of this is LatAm. Note that essentially the entire White population became admixed, despite significant racial preferences.
The US avoided this with its historic One Drop Rule, with even slightly admixed individuals classified socially as Black or Indian, preventing this sort of gradual introgression.
