No, because there are three branches of government, and the Republican Party in the House and Senate would not allow him to become a dictator, no matter how much he wanted to.

More interesting is whether he makes good use of executive orders, which are basically just decrees held up by Supreme Court judgements. It depends about how the Court responds, but I imagine they would sanction much of his agenda in the coming two years.
