Problem is, if you want to go full conspiracy theorist you could imagine that this is a compliance test. People who will take the vaccine immediately will be considered obedient and thus worth keeping alive. Others, well not so much. So if you're willing to believe there are nefarious intents behind the vaccine, you could imagine that these intents will be put in effect only for the later batches of the vaccine.
