He's not a moralfag he saves the child prostitute so he can see himself as the story hero. He was gonna kill the politician at first, but when it didn't work out he went for the next best thing. Him rescuing that girl from an "evil pimp" was like a classic ancient tale of a brave man protecting the weak, and it was served to him on a silver platter. At the end they show those newspaper headlines where he is called a hero and where the girls parents are thanking him, I think that bit is left open ended enough for it to be ambiguous whether those headlines were real or whether that is just what he had imagined the aftermath of the shooting to be. If it is indeed him imagining those newspaper headlines, clearly his ultimate intention is to be admired and seen a hero.
