Once a country has had low birthrates for a long time, they get another problem. They have a relatively small portion of their society as young women, and female children who will grow up to be young women in the coming 2 decades. We know how many 25 year old women Japan will have in 20 years, by looking at 5 year old girls now.
In Eastern Europe there is an additional problem. The mass emigration from their countries is mainly young people. So even if those young women who are leaving have children, it will be in Western Europe.
How would this be overcome. They would need above replacement fertility rates for a long time, before it eventually started going the other way.
