Proto Indo-European can't be racially defined, it's more of a cultural identity than a racial one, they were mix of whites and browns and did not come from mainland Europe. Read Kurgan hypothesis.

I've heard that originally the indo-europeans were mostly in the higher castes and didn't racemix with the lower castes who were mostly indigenous Indians. But in the recent centuries the caste system degenerated and they started racemixing which is why there aren't any light skinned left.
